I recently had issues with my skin not loading today, even in 1.21.1
It might be an issue on Mojang's end.

Minecraft's Singleplayer can be pretty bad when it comes to burn out, it's always better with friends. Unfortunately, Multiplayer is more difficult to pull off so I get it.

Unless the server has the pack applied to everyone, I keep it close to vanilla on multiplayer with stuff like Vanilla Tweaks, Fresh Animations, or fixes/tweaks...
