Make flowers require shears to drop. This would help with inventory clutter. It's a little frustrating getting your inventory filled with flowers every time i try to terraform or by accident from hitting them. You already need shears to get fern and tall grass so would make sense for flowers too.

this would make building with them a major pain. I get the inventory clutter concern, but for something like flowers you can throw them up without much weight on your mind because of how easy they are to get. plus requiring iron for some flowers seems a little much to me, even more so since flowers are insta break. at least for ferns and tall grass, I feel like you can argue that they aren't nearly as common for decorating and also spawn way more than flowers. Plus they aren't required to make dye, which is another big concern for me as this.

I will say that this would make steel shears way more of item worth including in the game. As it stands now I honestly really don't see the point of the steel shears and the steel fire striker. Shears are barely used in the first place, and the fire sticker is not really something I felt needed a durability buff. I think it would've made more sense to either make them not have any durability, or just buff the regular item instead of making steel variants. but that's just my somewhat off-topic two cents
