How to create a texture pack?

Hi, so I already made the textures for my pack but I couldn't ever get it to match the version. I made it orignally for the prereleases but it would always say it's not for the right version and wouldn't function at all. It had some new mob varients and gear retextures. I can't quite recall the exact issue but I think it was the pack file I used.
